Employees who work during the midsummer break instead of taking holidays are eligible for earned leave. Initially, this was only applicable to those evaluating answer papers, but now it also includes teachers who are assigned various other duties and training sessions. Those involved in such work can surrender their earned leave for cash compensation.
Gazetted officers wishing to encash the leave accrued must have the head of their institution prepare and send the necessary proceedings to the Accountant General (AG) to sanction the pay slip. Other employees can process their leave surrender by submitting the relevant bills and documents to their respective Disbursing Officers at the Treasuries. The "ELS 4 SDO" software is specifically designed for gazetted officers to facilitate the leave surrender process.
Meanwhile, "ELS 4 NGO" is a software solution for integrating leave surrender processing for all staff members in Government and Aided Institutions who are Non-Gazetted Officers. Both programs are developed using Microsoft Access and allow for the simultaneous surrender of different types of acquired leaves. They support leave surrender for various duties, including evaluation, election duties, and vacation teacher training. Leave from any year or multiple years starting from 2005 can be surrendered collectively. However, it's important to remember that, as per the Kerala Service Rules (KSR), a maximum of 30 days of duty can be surrendered in a single year.
